Questions about newer Kodi versions on older hardware

Hi,
First of all I want to apologize for my English. English is not my main language.

My current setup is a very old mini PC without a dedicated GPU:
Slimbox model: SCPi3-4010 with these specs:
CPU: Intel i3-4010U (4th gen CPU with Intel® HD Graphics 4400)
Memory: 4GB DDR3
HDD: 128GB SSD
PSU: 65W
OS: LibreELEC 8.2.5 (with Kodi 17.6)


I once tried to upgrade to either Kodi 18.1 or 18.2, I don't remember which. After that all my videos began to buffer every few seconds. I never found out if the buffering was caused by higher requirements for Kodi or if it was because of some bugs or settings in the newer version of Kodi. So I rolled back to Kodi version 17.6 and that fixed the issue.
Since then I have been reluctant to upgrade to new versions of Kodi.

My questions is:
Do the above specs support newer versions of Kodi?
Do newer versions of Kodi have higher minimum requirements than older versions?
Will newer versions of Kodi maybe give me better performance on my older hardware?
