Assigning mouse keys in keyboard.xml

Is it possible to reassign the mouse up/down/left/right keys on my Harmony One using keyboard.xml?

I want to reassign them to keyboard up/down/left/right arrows so I can move up and down incrementally in lists.

I've tried reassigning them using the Harmony online program but that doesn't work. The remote is doing everything I want except this one thing.
