Streching 4:3 video to fullscreen

I'm having an issue with stretching my videos to fit my screen.

Crop black bars seems to have no effect, my video scaling method is locked to DXVA

The best ways to enlarge the video seem to be changing my pixel ratio to either 1.51 or 1.19 but their will still be black bars.

If I select the option to stretch 16:9, in place of the black bars are extremely distorted images that look like this.



Is this the result of the video scaling method or is there simply nothing that can be done to fill out my screen?
