Telnet port 9090 connection refused

Hi

I've 2 builds, one from the 08.05.2013 and on from today.
On the old build I can connect to the port 9090 with telnet and see the output.
On the new build this doesn't work, the connection gets refused.
Has the port changed or is this a bug?
