Add-on Request

I am not much of a programmer and I was wondering if someone could help me with an add-on.

I have some z-wave devices that I use in my home and it would be great if I could control them from xbmc.

What I would like to do is have xbmc run a program / .bat file when defined keys/buttons are pressed, or when actions happen.

XBMC Starting
XBMC Quitting
Video Playback Started
Video Playback Ended
Video Playback Paused
Video Playback Resumed
Audio Playback Started
Audio Playback Ended
Audio Playback Paused
Audio Playback Resumed
