Porblem with playing a media file at HTTP

Hello

Am I able to help someone with a solution for this.
When trying to run through the program VLC is all about
Performs: Open the media file - the network - and provides a link

http://62.46.146.178/list.m3u


When trying to run through XBMC gives me an error no communication with the server.
VIDEO - Files - add video - add a network location - choose the protocol "HTTP web server folder." Message pops up no connection.
